Impact assessment and affected groups
Benefits and harms are assessed from the deployer’s view while affected people are overlooked.
Requirement
Identify affected groups, credible harms, severity, likelihood and mitigations before high-impact use, then revisit material changes.
Expected evidence
- Impact assessment with consultation inputs.
- Risk owners, mitigations and acceptance decisions.
Proposed verification
- Trace one high-severity harm to a tested mitigation.
- Check whether supported languages and accessibility needs are represented.

An impact assessment reflects available evidence and does not replace legal analysis.
