The agent books, sends, deletes or advances a clinical or financial case without valid human authority.
Requirement
Bind a named human approval to the exact action, target and current payload before bookings, external sends, deletions and clinical case progression.
Expected evidence
- Action inventory and approval policy.
- Anonymised traces for approved, denied and expired requests.
Proposed verification
- Confirm action without approval is blocked.
- Confirm valid approval permits only the reviewed payload and cannot be replayed.
Limit
Approval may become a rubber stamp; usability and reviewer workload require separate observation.
